Listed Building Interior Design, Pimlico

Pimlico is defined by its Victorian and early Victorian fabric: stucco-fronted terraces, garden squares, and large converted apartment buildings that carry Grade II listed status across much of the neighbourhood. Behind the uniform exteriors, these buildings vary considerably — in structural condition, in the quality and character of what remains original, and in the complexity of what previous owners have done to them.

Working with a listed building in Pimlico requires a studio that has done it here before. We have. The Pimlico Apartment is a completed project: a Grade II listed Victorian apartment near Victoria Station, delivered from listed building consent through to full interior design and project management — including a structural discovery mid-works that required immediate coordination with the listed building authority, building control, and the leaseholder.

That project is the clearest demonstration of what listed building work in Pimlico actually involves. We know the neighbourhood, the building type, and the process.

We start with the building. Not the brief.

Listed buildings in Pimlico: what your project involves

Westminster City Council and listed building consent Pimlico falls within Westminster, and Westminster City Council takes its responsibilities toward the borough's listed fabric seriously. Any works that affect the character of a listed building — including most interior alterations of consequence — require listed building consent from the council, separately from any planning permission. The application needs to make a clear, well-documented case. The quality of the submission affects how the process goes.

Conservation officer engagement Westminster's conservation officers are experienced and consistent. We engage them before formal submission as standard: understanding their position early, addressing likely concerns in the application itself, and reducing the risk of delays at the eight-week mark. An inexperienced studio submitting without that groundwork tends to encounter requests for further information that add weeks to the process.

Victorian apartment buildings: what they contain Pimlico's converted Victorian apartment buildings present a specific set of conditions. Many are leasehold, which adds a layer of approvals — from the freeholder or management company — on top of the statutory consent process. The buildings are internally varied: original plasterwork, cornicing, and joinery survive in some apartments and not others. Services have been modified at different points and in different ways. The condition of floors and party walls is rarely exactly what a survey suggests before works begin.

Structural discoveries We encountered this directly on the Pimlico Apartment project. During the master bathroom strip-out, the floor structure was found to be significantly more compromised than the pre-works survey had indicated. Notification went to the listed building authority, building control, and the leaseholder within hours. A structural engineer was engaged the same day. The programme was protected and the project completed without loss.

That is what managed discovery looks like. In a Victorian building, it is part of the work rather than an exception to it.

Leasehold considerations Many Pimlico apartments are leasehold. Works that affect the structure or the exterior — and sometimes significant interior works — require licence to alter from the freeholder, in addition to statutory consent. The relationship between the lease, the consent process, and the design proposals needs to be understood from the outset. A studio that has not navigated this before will encounter it at the wrong moment.

How we approach listed building projects in Pimlico

Every project begins with a building audit. Before any design decisions are made, we read the fabric: the construction period, the materials in use, what has been altered, and what condition the existing elements are in. In Pimlico's converted Victorian buildings, that reading reveals the actual state of the building rather than the assumed one.

From that reading, we develop a design position grounded in what the building is. What can change without loss. What should be preserved. What the relationship between new work and original fabric needs to be. That position becomes the foundation for the consent application and the design brief at the same time.

We carry the project through from that initial reading to planning and listed building consent, interior design, material specification, contractor management, and completion.

Our work in Pimlico

Pimlico Apartment, London

A Grade II listed Victorian apartment near Victoria Station. Full interior design, listed building consent, and project management. During the master bathroom strip-out, the floor was found to be heavily structurally compromised — more than the survey had shown. Notifications to the listed building authority, building control, and the leaseholder went out within hours. A structural engineer was engaged the same day. The programme was protected.

The design and the management problem had to be handled at the same time. That is what this kind of project requires, and it is the work we do.

The clients we work with

The clients who commission listed building interior design in Pimlico tend to have bought into the neighbourhood's particular character: the generous room proportions, the original details that survived previous owners, the quality of light in a well-oriented apartment. They want a studio that understands that character and knows how to carry it forward.

Some are purchasing and want to understand the consent process before exchange. Some have owned the apartment for years and are ready to carry out the refurbishment they have had in mind. Some have encountered a specific problem — a planning refusal, a structural issue discovered during earlier works, a failed previous intervention — and need a studio to come in and resolve it.

Questions we are often asked

Does interior work in a Pimlico listed building need consent? For most works of consequence, yes. Any alteration that affects the character of the building requires listed building consent from Westminster City Council. We can advise on what your specific project requires before anything is committed.

What about freeholder approval? In a leasehold apartment, significant works — particularly anything structural or affecting the exterior — typically require a licence to alter from the freeholder, in addition to statutory consent. We factor this into the project programme from the outset so it does not become a late-stage delay.

How long does listed building consent take in Westminster? Standard consent takes eight weeks from validated application to decision. Pre-application engagement with the conservation officer, which we handle as standard, reduces the risk of delays or requests for further information at that stage.

What if something unexpected comes up during works? On the Pimlico Apartment project, it did. What matters is having a team that responds quickly, coordinates with the right people, and makes the right decisions without the project stalling. We have done this. It is part of the work.
